In imposing the most far-reaching eco nomic sanctions against Iran since 1979, President Bush has shown that he still has an appetite for confronting Tehran’s dangerous nuclear ambitions. But the sweeping financial restrictions announced yesterday against key military and banking institutions are not a step toward war.
On the contrary: They’re designed to bring pressure against an outlaw regime in order to avoid war.
